Stage 1: define the asset
Write a one-paragraph operational statement before asking for quotes. Example:
Private floating residential pontoon for permanent berthing of a 10.5 m sailing yacht, occasional tender and swimming access, used by up to eight people, on a tidal estuary with moderate recreational wake exposure, with shore power and water required.
That sentence already tells a competent supplier more than "I need a 6 x 3 pontoon".
Record:
- structure or vessel
- private, public or commercial use
- intended life
- permanent, seasonal, temporary or relocatable
- vessel LOA, beam, draft, displacement and windage
- maximum people
- concentrated equipment loads
- utilities
- accessibility requirements
- desired deck level/freeboard
- maintenance capability
Stage 2: investigate the site before choosing the product
Collect, where relevant:
- cadastral/property boundary
- mean high-water mark or equivalent waterfront boundary
- bathymetry or depth soundings
- seabed material
- geotechnical information for piles/anchors
- tidal range
- flood levels
- storm tide/surge
- reservoir operating levels
- current speed and direction
- significant wave/wake climate
- wind region and exposure
- debris/flood history
- marine growth
- salinity
- corrosion exposure
- nearby navigation channel
- neighbouring structures and moorings
- utilities available on shore
Stage 3: approval feasibility
Before detailed fabrication, identify:
- planning consent
- landowner consent
- Crown tenure/licence
- waterway manager permit
- port authority requirement
- fisheries/marine vegetation approval
- marine park or environmental approval
- heritage/Aboriginal cultural heritage controls
- building approval/certification where applicable
- navigation or regional harbour master requirements
In NSW, for example, Crown land below the mean high-water mark can require a domestic waterfront licence. In Queensland, pontoons can be tidal works. In WA, structures used for launching or landing vessels generally fall under the jetty-licence framework.
Stage 4: concept design
Develop enough design to compare real alternatives:
- plan dimensions
- layout
- structural frame type
- float type
- target loaded and unloaded freeboard
- restraint concept
- gangway length and slope
- vessel berthing geometry
- fenders and cleats
- utilities
- ladder and rails
- maintenance access
Stage 5: issue the same RFQ to several builders
Do not send different verbal briefs. Use one written specification so quotations can be normalised.
Require suppliers to state clearly:
- inclusions
- exclusions
- assumptions
- design standard
- design actions
- engineering responsibility
- approval responsibility
- transport
- crane/barge/piling
- commissioning
- GST
- warranty
- lead time
- payment milestones
- variation rates
Stage 6: compare whole-of-project cost
The fabrication price may be a minority of the installed cost. Compare:
fabrication + engineering + approvals + surveys + transport + piling/anchors + gangway + shore works + electrical + water + crane/barge + installation + certification + annual licence/rent + maintenance.
Stage 7: contract against deliverables
Tie payments to objective deliverables, not vague percentages of "progress". Examples:
- deposit after contract and design brief
- design payment after certified drawings
- manufacture payment after inspection or evidence of completion
- installation payment after physical installation
- retention/final payment after as-builts, certificates, warranties and defects close-out
Stage 8: inspection and handover
Handover package should include applicable:
- approved drawings
- certified engineering drawings
- calculations or design certificate
- material schedule
- welding/NDT records for critical industrial work
- electrical certificate
- pile/anchor records
- as-built dimensions
- warranty
- operation and maintenance manual
- inspection schedule
- spare-parts list
- approval/licence documentation
A pontoon is a long-lived asset. The handover file matters when the builder, property owner, insurer or approving authority changes years later.
