Quote normalisation

When one quote includes engineering and another excludes it, add realistic allowances before ranking price. Use a comparison sheet with three values:

  • quoted
  • adjustment for excluded scope
  • normalised project cost

Procurement red flags

  • "built to Australian Standards" without identifying standards
  • no site-specific design basis
  • no stated load or freeboard
  • no responsibility for pile/anchor design
  • very small deposit followed by a very large pre-delivery payment with no inspection right
  • no drawings before manufacture
  • no written exclusions
  • no warranty document
  • no reference projects in similar exposure
  • no discussion of approvals
  • builder refuses to disclose float/frame/deck material grades
  • engineering certificate offered only after extra payment despite being represented as compliant
