Passenger facilities require crowd loading, vessel berthing impact, fender engineering, emergency egress, accessibility, lighting and operational reliability. Public transport accessibility requirements can govern gangway gradients and accessible paths.

Use specialist marine/civil engineering and obtain authority acceptance of the design basis early.

What changes for a public landing

Once the public boards from a structure, the design problem changes from berthing a boat to moving people safely in numbers, including people with limited mobility, in all weather, at every water level, under a duty of care held by a public asset owner.

The vessel side gets harder too. A ferry arrives on a schedule, under power, with passengers already standing, and it does so hundreds of times a week. Impact energy and fendering are operational realities rather than edge cases.

Questions to settle before you specify

  • What accessibility obligations apply to this facility, and who confirms them?
  • What is the gangway gradient at the extremes of the water-level range, not the average?
  • What are the passenger numbers at peak, and what circulation width does that need?
  • What is the vessel's berthing energy, how often, and how is it absorbed?
  • What lighting, signage, edge protection and fall prevention are required for unsupervised public use?

What to put in the RFQ

  • Accessibility basis, stated as the standard or requirement being designed to, with the authority that confirmed it.
  • Gangway geometry at stated water levels, with the source of those levels.
  • Fendering and berthing-energy design, with maintenance and replacement intervals.
  • Crowd loading basis and circulation widths.
  • Certification and commissioning deliverables for handover to a public asset owner.

Where public landings go wrong

  • Gradient assessed at mean water, so the facility is non-compliant for hours each day.
  • Fendering sized for occasional berthing rather than scheduled service.
  • Surfaces and edges that suit a private structure but not unsupervised public use.
  • No maintenance regime handed over, so defects are found by incident rather than inspection.

Questions buyers ask

Do accessibility requirements always apply?

They commonly apply to public passenger facilities, but the specific obligations depend on the facility type, the operator and the jurisdiction. Confirm the applicable requirements with the approval authority and the transport regulator at the start of design, not after.

Can a private pontoon design be scaled up for public use?

Rarely without significant change. Public use brings crowd loading, accessibility, fall prevention, lighting, signage and a maintenance regime that private structures are not designed around.
